The institution has a clearly defined and published organizational structure that delineates responsibility for the administration of policies.

Narrative/Justification for Judgment of Compliance:

Southwest Tennessee Community College has a clearly defined and published organizational structure. The organizational structure delineates each area of responsibility beginning with the office of the President, who serves as the institution’s chief executive officer.

Each year, the entire organization is reviewed by the Tennessee Board of Regents (TBR) as part of the annual budget cycle. The college submits its organizational charts for the forthcoming fiscal year along with the proposed personnel and operating budgets for that year. Both the organization and the budget is reviewed carefully by Board staff. Acceptable staffing and budget plans are forwarded to Board members for their review and then approved as appropriate in the summer Board meeting. The most recent example of this approval process took place during the June 27, 2003, regular session of the Tennessee Board of Regents. The president of Southwest Tennessee Community College reports directly to the Chancellor of the Tennessee Board of Regents in accordance with TBR Policy 1:03:02:00. [2] Within the college, Southwest has organized its programs and services into four major areas, all of which report to the president:

  • Academic and Student Affairs
  • Business, Finance, and Information Systems
  • Institutional Advancement
  • Workforce Development and Continuing Education

Each area has its own organizational structure. The central administration of the college may be depicted as the president, the positions that report directly to the president, and the administrative positions (deans and executive directors) that report directly to the vice presidents. The central administration identified above implements Tennessee Board of Regents (TBR) and college policies equally across all programs and all locations.

Operationally, all academic and student affairs departments report to deans. Most administrative service departments report to executive directors or the vice provost; some report directly to the president or vice presidents. Each department implements TBR and college policies equally across all college locations.
