Core Requirement - 3.2.12

The institution's chief executive officer has ultimate control of the institution's fund-raising activities.

Narrative/Justification for Judgment of Compliance:

Both Southwest and TBR policies clearly state that as the institution’s chief executive officer, the president has ultimate control of the institution’s fund-raising activities. Southwest Policy No. 4:01:04:00/16, “Solicitation and Acceptance of Gifts,” [1] adopted July 1, 2000, states on page 3, “The acceptance of all gifts gifts [“gifts” includes awards, cash and other in-kind contributions from individuals, businesses, foundations and government agencies] is subject to confirmation by the President.” The policy further states “The President may delegate the authority to accept gifts on behalf of the college…” and “The Vice President for Institutional Advancement [who reports directly to the President] shall be designated the campus official authorized to approve and conduct activities for the purpose of soliciting gifts for Southwest Tennessee Community College.” (See page 1 of the policy.) The policy further stipulates on page 1 that the college is authorized “…to solicit and accept gifts for purposes that are consistent with its mission.” and “All activities related to the solicitation and acceptance of gifts shall be implemented in a manner which serves the mutual interest of the donor and the college.” The TBR Policy-Solicitation and Acceptance of Gifts 4-01-04-00.htm [2] also designates the President as the person responsible for soliciting and accepting gifts. The policy on Approval to Solicit External Funds 4:01:04:01/29 [3], states, “The President has ultimate control of the institution’s fund-raising activities. The President has designated the Vice President for Institutional Advancement as the person responsible for implementation of all fund-raising policies and procedures.” Southwest’s policy on the Administrative Organization of the College also states that “as the institution’s chief executive officer, the president also has ultimate control of the institution’s fund-raising activities.“ [4]
